Can they really keep printing this loan money up out of fresh air and bailing out countries and governments that lack the ability to manage their affairs?

Although the IMF can print money in the sense that they can issue fresh SDRs to its members to my understanding it has not done so for a quite a number of years. Basically it works as a building society up to the time when building societies could not offer current accounts, that is, up to the time when members' monies were deposited into a bank account in the name of the society and lending was done from issuing a cheque over that same account.
