What percentage of countries have true prosperity at all - let alone ongoing prosperity? Why are they still running budget deficits with large stimulus spending and why do the already huge debts (of all kinds) keep rising?

To me, when mentioning prosperity, it should not include using the word "debt" in the same sentence.
