I read that article you linked on the petro-dollar (tanks) interesting; however, did you know that the US dollar was so on the nose in 1978 that in order to borrow money they had to issue US treasury bonds denominated in Swiss Franc’s. Concern about US dollars also spread to Italian hotels requiring septic tanks to pre-pay their bills.
