what you have posted is a "policy" on coin themes not a law
as stated in that policy the coins are not 'intended' for payment of goods and services, however they are not forbidden to be used, as I stated businesses can state the conditions of payment for goods/services and so could accept them and maybe required to accept them as they are legal tender coins, the law may not be black/white on that issue, as I stated the face value and metal content value is vastly different so it is extremely rare for people to try to use them in general use, some have been accidently used( mainly silver coins ) and the retailers have been happy about their good fortune
