The more bottom is the more all are with out wealth.
A wealthy country has wealthy bottom.
Gov bias minimal to bottom and pander the top.
While pandering the top the gov are forced to sustain the bottom, whilst creating debt or seeking taxes from welthy .
The gov will not be with keeping wealth until the bottom whom are also with wealth.
The way to create wealth to bottom is to be with growth, innovation, spirit of demand with supply success.
