Clearly you haven't been reading up. It is the state legislature which decides the rules of elections. The supreme court determined this Bush V Gore.
Pennslyvannia Legislature, which is GOP controlled made a ruling a few weeks ago that PA cannot start counting vote until morning of the 3rd November and that is why they are still being counted. Do some research before spouting absolute rubbish
