The RBA may have said that they have no intention to raise rates, to calm the market & encourage the last of the credit worthy, but the RBA don't set the rates, the market does. The interest rates will rise when external forces dictate they will and there will be very little the RBA can do about it.
My take on what the RBA said translates to - Keep Calm & Keep Borrowing.
