how they will do it if they are going to do it is the question , if you believe the answer is YES.

So firstly
YES or NO.
second, if you think yes. Then
1) make it illegal to own.
2) tax private ownership big time.
3) make it really difficult to buy or trade.
4) make you register your holdings at present.
5) try to use a proxy like crypto currencies
6) none of the above , but pump the price up past the moon.
7) something different
8) nothing and hope it dies out.

4 first with an expiry date of a short time frame. Say 90 days.
Then 1 is implemented - existing declared holders will be compensated at a rate to be fixed by those who think they know better.
But only after their current fiat experiment has unravelled further and they have implemented a crypto replacement
