What about USTB hoarding by Chinese? Why didn't they started this process before? Maybe they have been doing for a long time since they are the largest gold producer in the word. Comparing their USTB reserve against the gold, I probably will guess the ratio is still lopsided towards USTB. I also suspect it is a diversify of asset into one concentrated class and nothing to do with special qualities of gold as having intrinsic values.
