Basel 111 for dummies , So called bullion banks , banks and other large financial institutions will no longer be able to use unallocated gold (paper gold that doesnt exist) as collateral or leverage on borrowings or purchases . Thats the plan but i feel the fraudsters will fight tooth and nail for a watered down version .
