in order to short a stock, you need to borrow it in order to make delivery. The stock lenders tend to be institutional. The fact that there is no short interest doesn’t mean that nobody wants to be short, it could be that no stock lending institutions own RXM in order to lend it out. Not unusual for a micro cap stock.
