Hahaha Wow i like the way you carrying on and make assumptions they don't have this they don't have that.
Announcement was made and if funding is terminated it will be announced in the market untill then it is assumed it is approved and market reaction is bullish.
Come back later if funding is terminated and you are a non holder?
