All SAS is required to do is have the funds and have the batch of pearls ready to go for launch early 2019.
It's gomespace responsibility to how much staff they need for all there projects.
Either way gomspace don't recieve the money for the first batch till the first batch are completed and sent in working order.
This is why gomespace got the contract it's in the weebcast one condition SAS had is they don't pay till completion of pearls.
Now they might be getting components ready and have to pay for them.
