imo - if the NBN goes ahead it will be mostly laid above ground - the recent KPMG report suggested a minimum of 55% above ground to come in under $43bn. This assumes no agreement reached with Telstra.
If the Libs win and dump the nbn then some sort of fttn alternative will be resurrected - sure to be some additional fibre to be laid in that case, despite Telstra having 243,000kms of duct, conduit etc.
Trenchless technology will be a revenue earner whatever.
