Depends on your registrar - some of them will put you as all of the contacts. If you get a hosting package at the same time, sometimes it's the hosting company.

Yes, it is sloppy - but I can see how it could be easily done, especially if the person doing it wasn't familiar with it.

A global TLD (ie a .com domain) is governed outside of Australia and has nothing to do with ASIC. The governing body is ICANN - if you like, you can complain to a registrar (e.g. http://wdprs.internic.net/) about the inaccurate details, but the most it's likely to achieve is that they'll get an email requesting it to be corrected.
