In some ways it's sort of the opposite. Because of the insider trading laws, there are only a few windows of opportunity when they can safely buy.

A director buy does tell you however that the management has confidence in the company, so much so they can't think of a better place to put their money. And secondly, that there probably isn't any news on the horizon for a bit (otherwise they would be in trouble for potential insider trading).

Of course, something could come out of left field that they can believably claim to have had no notion of....
