Smart raise really. Bank some funds to progress the project and raise progressively at higher levels, as boxes are ticked off = equals less dilution.
10c options exercise would bring in a similar amount of funds.
HEG has some deep pockets behind it but as they push higher, money wanting cheap HPA exposure will find its way here.
