Hi DB, I think the only deemed approval was the one when 60 days passed with no objection from the Govt that WPL is fit to be a partner.
It doesn't mean they have the goods however. To me it means they are fit to be part of the JV and nothing more. The fitness covers their technical and financial position.
Let me know if I'm missing something.
