All of David breezes announcements sounds like desperate last minute pleas. Oh please give us a chance we've done all this work last minute, even though we had years to go. They could just deny the license and let some other giant explorer pick it up for less risk. The positive points you're stating have no value. The scientist likely has clauses in this contract for work upon approval, the same well driller announcment also specifies its based on approval success.
