Question why bother with a Scheme of Arangement if the conditions relating to a mining permit, project funding haven't been met?

I thought the whole point of the Sscheme was to get the conventions signed sealed and delivered, th mining permit and the project funding secured.

Seems like the only conditions being met are those that benefit HANLONG, not SDL.

What happened to the signed convention and permit? Seems like Cameroon wants to give it to Hanlong AND/OR china than Sundance.

If that's the case, Why doesn't Hanlong made the offer unconditional??
