I remember talking to an accountant for Barrick in Tanzania and he said that the World Bank gets involved in new projects if the profits from the new company are a large percentage of the countries GDP and especially if the emerging company is located in one of the poorer developing countries so that the project will benefit the community on many levels. Also he said the terms of the loan are always very favorable anf flexible under default conditions. Is Bank of Deyang part owned by the world Bank? I don't know.
