For the record:
FOB - of the ore to the customer having been loaded onto the ship prior to departure e.g. Burnie in this case [that one was right].
CFR - cost for the same shipment to the port of unloading - presumably a Chinese port i.e. the cost to the importer of buying the ore and having transported to the port where it will be offloaded [but not the offloading costs or anything after that.
If anyone refers to CIF - same as CFR, but with the cost to insure the ore to the port of unloading.
