Thinking in terms of timing as well, the bonds need to be sold first and funds cleared for use in any other transactions - but at a rate near 3% I would see that as desirable compared to banks so should move quickly.
That would see late this month or early next month as those funds being available to Posco to proceed with any plans they have.
