Most battery producing countries are developed nations with high labor costs. Like USA, France, Germany, Sweden, Japan, etc.
Reason nobody makes batteries in Australia is the same as the reason nobody makes batteries in Egypt or some other low labour cost country:
No supply chains, technological knowledge, industrial capacity (experienced workforce, research and development, management), etc.
You can't just wake up 1 day and take on companies that have been competing for decades with tech and supply chains.
Sure, 1 of this companies could come to Australia and set up supply chains, train personal, set up a factory in Australia.
But why? There is no upstream sypply chain to sell into.
It's much easier and cheaper for them to use established raw material supply chains in Australia and established upstream processing supply chains elsewhere.
That's also why it's so hard for poor countries to industrialize and be competitive.
