If you are talking about dividends its compulsory that all companies get your bank details for any future dividends and it does not indicate one way or the other if a dividend will ever be paid (but I do think that down the track dividends will eventually be paid).
If you are talking about the Capital Raising then its only open to Australian and New Zealand Residents which means that all other shareholders lose out.
If you are not an Australian or New Zealand resident it may be better selling some shares before the stock goes ex entitlement and buying it back after that date as due to the large gap between 36 cents and the current share price its highly likely to drop at least 5 cents when it goes ex entitlement.
