Correct, very conservative. It's designed to make a budget with, so observe typical government conservative behaviour....lest your cost base ends up more than your revenue.....better to have more money at year end than have to borrow based on a "wrong" forecast. Yes minister, isn't it great we have more money is better than we have no money minister and it is my fault.
The forecast is going to always be "wrong"...... some OP's here are actually banking on it (and some have also tesla'd and holiday-housed it)
