His definition of mining might be different from ours. I think he considers processing ore to 6% concentrate also "refining".
If we look at the gross margins of miners (above 80%) and refiners (below 30%) now, it is clear that mining is the hard part, not refniing.
Anyway, his words will help prolong the lithium shortage caused by the lagging lithium mining, just like last time.
