There are two common reasons for a high volume of shorts: (a) the company is miles overvalued; and (b) someone is setting it up for a cheap takeover.
In the case of PLS, it is clearly not (a) - but with the well known weakness of ASIC (b) could be in play, probably by a foreign entity. Very disappointing if (b) gets up, but that is the risk Governments take when they don't understand the need for a strong regulator (it was no better pre-Labor).
