I presume you are trying to be funny - PLS capability to be self sufficient has nothing to do with it. Many shareholders will not be around to vote, they will have sold into the offer if it is large enough for them to "like" compared wuth the alternative of the offer falling through. All it requires is for people to see an offer as worthwhile for themselves.
This type of activity has been around for many years, and it works. That is why a strong regulator is needed or the country loses a lot of its assets cheaply through share price manipulation.
