And what are the shorts now? - about 7%?
I would have thought that makes it pretty obvious it is the shorting that is causing the price to stagnate. Never forget that every short is the sale of a borrowed stock, not a stock that had to be bought on market, so shorting puts heaps of pressure on the sell side before having to be bought back (which is done at a lower price, unless we are lucky enough to see a short squeeze).
