I suggest a read of FY24 Guidance (page 19) in the FY23 Full Year Results report.
After allowing for planned capital expenditure, and an income tax payment ($773 million) plus the soon to be paid dividend of $420 million, I think you will find the BOD have more like $1 billion rather than $3 billion to play with. And that's not taking into account the borrowings we (the company) have.
