The first part of what you said is almost certainly true, but it should include the fact that converters do not need the material.
The second part is possible but it doesn't quite reconcile; even if LTC prices are neg. lower there is still a reference price mechanism. So if spot chems or sc goes up as will the LTC prices achieved in any one period.
