Mayo, I work in Financial Markets and what you have said about shorting makes no sense for someone like me. You simply dont understand so Im not going to address it.
In regards to your first paragrah, PLS will produce and ship everything it has unless it is unprofitable to do so. Whether the mkt is oversupplied or undersupplied has nothing to do with the impetus to produce and ship. It has everything to do with profitability. Its as simple as this and there is no reason to look any deeper than this. I own many other companies and its the same deal. They are producing and shipping everything they can in terms of capacity even though the mkt is completely oversupplied and is expected to be like this for the next few yrs. This is particularly true of the Nickel mkt. There are parallels here.
