Indeed difficult situation. We can't really blame them for proposing a tax given exactly that. While they may not have the expertise themselves right now, they may in the future. Given that the lithium shortage extends to at least a decade (excluding the very near term perhaps), they have all the opportunities at hand to get the full economic benefit from it like Australia has over the past decades with all its recourses.
