It's not only about the climate change need versus protecting the US (or any other Western country) local industry. That article fails to mention the ever growing necessity for the US and other democratic countries to become much less dependent on China for all sorts of manufactured goods and technology including EV's, batteries and other specialised products based on these rare and emerging critical metals. The dependence has to reduce rapidly, despite the accompanying pain, in order to protect future interests from foreign dominance ad control.
