Yes, I like the school crossing flag example. I also agree about the errancy of governments, but I don't think it's only governments. Similar faults can be found in the private sector, academia, down at the pub, on TV, and all over social media. Sometimes governments lead, sometimes they follow or they are led. Stupidity is everywhere.

As for "don't worry", well, I'll be fine, I'm seeing to that. The wealthy west will cope much better, it's true, but that doesn't no-one here will feel the pain.
