Where does the water go? Is it "waste"?
Is the usage in the form of evaporation?
In which case it is being recycled to perhaps fall as rain somewhere else.
Climate change probably means they will have less water to go around. I guess the indigenous people will influence how much water they will allow to be "wasted"?
So best laid plans may come undone.
