Yes this is exactly the point, killing off new supply.
The LTR announcement today did ricochet onto PLS. But in the final analysis, a weaker production profile and longer timeframe for LTR may not be such a negative for PLS. And of course it is not just LTR that the market conditions are impacting, it can only mean a supply deficit sooner and for longer.
It must also be remembered that even with their high degree of technical expertise it has taken a while, possibly even a year or two, for PLS to get the production line precisely dialed in. This will likely be a stumbling block for any emerging new producers, further constraining new supply.
