Though it is true that there are upwards of 80 SMR designs working their way between design and permitting, it bears noting that Akademik Lomonosov of Russia began commercial operations in 2020, with a floating system that has two 035 MW SMRs aboard.

In addition, NuScale Power and Oregon State University (which designed the first SMR in 2007) have developed a design which has been commercially available since 2022, though the required NRC and DOE permits were approved in January and February 2023.

Argentina, Canada, France, Poland, Romania, the UK and the US have all selected sites and commenced permitting (or construction) of SMRs, and China has built a site with two SMRs which had the cores installed, last year, though I can't find any confirmation that they are commercially operational, yet.
SMRs aren't on the shelf, ready to deploy, yet, but they're not that far away.
