The issue is still going to be not enough chargers.
20 apartments, 20 if your lucky chargers but 50 resident vehicles.
Multi unit sites near me already have streets clogged with parked cars as there is typically 1 car space per unit but 2 to 3 cars per unit.
You'll hear of EV's being unplugged by neighbours or fights occuring over not being able to charge soon enough as more units and apartments are built.
