If an apartment complex has 20 chargers for 50 residents that would be an amazing ratio. Not everyone will need a charge every single day or night.
It should really be set up as a charging bay.
EVs cannot be unplugged from chargers with the owner unlocking it, all EVs have a lock mechanism that's in place which stops people from just unplugging. Many chargers are also rolling out "idle fees".
In other words if your car isn't charging and just parked there you will pay for it. This is the incentive to just park in the bay, charge and then move on.
