Yes, but most shorters are just criminals (white collar and probably with many friends working with the authorities) and I think there would be a big change if some lengthy jail terms were imposed. These criminals inflict a lot of harm on everyday investors and everyone knows they do it - if only governments would get some advice from truly independent experts.
