I thought the same thing before posting but ultimately the leak said they are discussing terms, of which, one would assume, will be materially different to the original agreement as market dynamics have changed considerably since 2019 and they are determining investment terms.
I would not be surprised if PLS do not opt in to taking up the full 30% share and stay at 21% so that they can allocate sufficient energy to their second facility.
It's not uncommon for JV partners to meet fortnightly just to touch base, but in this case I would think the boards are meeting daily until they are done and agreed.
