Can you quote the actual text of the relevant bit? It doesn't say that in the news.com.au article you linked to. I believe it is just political spin, calling it a "tax" or a "surcharge" when it's not. Even the car companies aren't calling it that, they were asked "is it a tax?" yesterday and they said, (I believe this is an exact quote) "NO".
And if you say there is "intent" it's also spin, you can accuse me of anything without evidence because if I have "intent" it could be in my head.
Evidence! Facts! Not political spin! Please!
