So you're not for a free market Rupy, like Oz, US, EU, etc. That's the key problem China energy producers are facing, can't pass the higher costs onto the end consumer, thus have only 2 options, generate at a loss or cut supply. In a free market they would maintain profit, paying the higher import coal prices, keeping the lights on, problem fixed.
A good example that the system of social organization doesn't always work, are you a commy Rupy....
