It's not absurd. It's a remote charging station put in as a temporary solution to enable more remote travel in a sparsely populated and generally very backwards country until charging infrastructure catches up. Most EV owners would never see one let alone use one.
And yet as extreme and fringe as this example is - it still works out as more efficient per litre of diesel than an ICE vehicle.
The reality though is most EV rarely ever need to visit any firm charging station at all other than
on occasional long range trips. They charge at home, overnight or on solar for bugger all, and leave each day with a "full tank".
