China stole tech & intellectual property from the world for decades via online hacking and continues to do so
China subsidied startup EV tech & businesses onshore with at least $600 billion and continues to subsidise manufacturing of EV's to stifle competition.
China manipulates input mineral pricing to stifle growth offshore that may threaten their dominance of the EV business.
China has no problem whatsoever implementing import or export bans to achieve a policy goal
this has all been done with little or no public announcements or fanfare.
The west retaliate (eventually) with import taxes and announce their own subsidies
in the EV sphere
