I think you're underestimating the power of the oil companies and the influence their political donations buy. The Republican party is well and truly owned by the fossil fuel lobby, and chief amongst them Trump. It was only a couple of weeks back where he was prostituting himself and his policies out to the oil companies in return for a collective billion dollar campaign contribution. The analogy of the pigeon playing chess comes to mind at the thoughts of another 4 years of a Trump presidency.
"Never play chess with a pigeon. The pigeon just knocks all the pieces over. Sh*ts all over the board. Then struts around like it won" (or in his case, the greatest president the US ever had).
