The most recent article I could find was from 17 May, and indicated that the plant would be operational by the end of 2024, so it sounds like it's been moved, probably due to the lack of action while they were busy squeezing Leo Lithium out (note that Ganfeng had to increase the Mali government's share of the project from 20% to 35% in the process).

Based on the information from the Leo Lithium website, if accurate, this is going to be one heck of a mine. They claim testing proved they will actually be producing SC6, with Phase I of the plant processing 2.3 mtpa of ore to produce 506 ktpa of SC6, with a planned Phase II to be completed 12 to 18 months after Phase I is completed, which will up throughput to 4 mtpa of ore to produce 726 ktpa of SC6.
Two things of note about Goulamina. First the good (for Ganfeng), the EPCM contractor is Lycopodium, the same firm performing the EPCM for Liontown at Kathleen Valley. The bad is that their product will need to be trucked through Mali to Abidjan in the Ivory Coast before it can be loaded onboard a ship.
