It is fairer to hand directly to consumer and let market forces decide who wins, but probably not in Chinas or Australia's best long term interest.
The critical minerals industry has a big future. An investment is likely to create much tax revenue in the coming decades. Propping up fossil fuels industries with subsidies on the other hand is probably money wasted.
